Malta | Improved Ratings, Property Growth & Residency

“I can’t change the direction of the wind, but I can adjust my sails to always reach my destination.” – Jimmy Dean.

From my desk, I have a unique view of sailing and commercial vessels, tour boats and those of the ultra-rich as well as aircraft activities, shopping, eateries, students and everyday people. On my daily walks with my elderly Labrador – inevitably we will get into in-depth conversations with the old, young, local, international, business owners, cleaners, families and travelers. It’s no surprise therefore to meet—in a day—people from northern European, Britain, America, India, China, the Middle East, Russia, Australia and on one day also South African family all the way from Warmbaths.

There is no doubt that the residency programme, increased business presence and a healthy economy is driving the unprecedented growth in the property market.

For Residency or Property, let me show you the ropes.

Why is there such a diversity of people living in Malta?

World disruption has many of us grappling with the uncertainties of the future and looked for personal and economic security. They are attracted to Malta by its secure environment, wonderful lifestyle, healthy economy, political stability and the added advantage of its convenient geographical location, which allows for easy daily travel connections. Medical and Education facilities are world class, and there are no council taxes.

Welcome News: Malta has received positive feedback from ratings agencies as noted in the Times of Malta, 31 October 2016, by Joseph Cuschieri.

  • Standard & Poor has raised Malta’s credit rating for the first time in 20 years, from ‘BBB+’ to ‘A-’ status, with a stable outlook.
  • August, Fitch confirmed Malta’s ‘A’ rating upgraded its forecast from stable to positive.
  • A month later, Moody’s confirmed Malta’s ‘A3’
  • Ratings were underpinned among other factors, by a resilient economy, healthy economic growth and a steady downward trajectory in government debt level.

Rated among the top of the most powerful passports in the EU/Schengen. Residency or citizenship by investment provides ease of movement and the ability to work and live in other countries.

Retirement Rating – Awarded 2nd place in the Top 10 Places to Retire (2016 Live and Invest Overseas Annual Index).

Ironically as South Africa celebrated Human Rights day, many are fleeing for their lives, finding ways to protect their investments, and looking for a safer future for themselves and their families.

Only today one of the highlighted articles on Moneyweb by Magnus Heysteck ‘Why foreigners are fleeing our market. Should you do the same?’ Particular to note is the speculation on the Forex allowances being cut.

New Residency Programme Announced

The Malta government on Friday has announced a NEW residency programme for Non EU which added to the other successful programmes continues to make Malta a leader in the global markets.

Says Bernard Cassar, Malta Honorary Consul in South Africa, “Unlike other European countries competing for the South African market, the lucrative property market in Malta is supported by strong business activities in the Tourism (especially the UK markets), Financial Services, iGaming sectors, as well as Aviation and Boating registrations – a safe bet, especially for South Africans.”
The added New Programme gives South Africans more options for investing in brick and mortar in Euros, either for investment only purposes or Plan B. There is no annual tax payable, a once-off government residency fee of € 30,000 (this includes an application fee of €5,500). A €250,000 government investment is payable and refundable after 5 years. The property purchase minimum is €320,000 in main centres (or €270,000 in other specified areas), or a rental property at a minimum cost of €12,000 per annum (or €10,000 pa in the South of Malta or sister island Gozo).

Included in the residency are financially dependent relatives (spouse, children, parents and grandparents). Permanent Residency includes the full Schengen visa which after 5 years annual review will be renewable every 5 years thereafter. Applicants should have a minimum capital of €500,000 which can include the Malta property purchase or an annual worldwide income of €100,000. The above may only be applied through approved agents or accredited persons.

Merle Whale, a South African living in Malta says, “There is an active SA community here and I often hear them comment that the lifestyle in Malta is wonderful – much safer, the infrastructure is good – and there are no council rates, and utilities are good value for money. Its an excellent option for us, and I’ll gladly show you the ropes”. Another great advantage is that Malta is well connected globally, with over 45 flights a day. Major airlines with flexible routes for South Africans include Lufthansa, Emirates and British Airways. This, together with the Schengen visa, is a gateway to Europe with good routes at competitive prices!

We will be hosting free information sessions in October in Johannesburg and Cape Town, as well as private consultations on a reservation basis.
